25 Nov 2024: Update (25 November 2024): Tinne Van der Straeten (Energy Minister) has announced the launch of the tender for the construction of the Princess Elisabeth Zone 1 offshore wind farm. Candidates will have nine months in which to submit their bids, the winner will be chosen based primarily on price competitiveness but also innovative criteria (e.g., sustainability). Update (November 2024): Still no update regarding official launch but still planned for Q4 2024. Update (October 2024): The announcement of the competitive bidding procedure and publication of concession documents is now tentatively expected by 14 November 2024 according to the FPS. Update (September 2024): The European Commission has approved Belgium's state aid auction for the first 700 MW offshore wind farm in the PEZ. The auction is planned to be launched on 28 October 2024. For the first time, citizen participation will be a mandatory criterion so that Belgians are able to directly benefit from the transition through investment returns via renewable energy communities. A maximum strike price cap of EUR 95/MWh will be enforced to protect societal costs, and projects above this threshold will not be considered. Update (3 February 2023): The Government updated the schedule for the PEZ with approximately 1 year delay. Publication of tender documents for Lot 1 is expected in Q4 2024. The Bidding deadline is expected in Q3 2025. Winners of the first tender for Lot 1 will be announced in Q4 2025. Update (January 2022): a tender for the first phase is expected to be launched by the end of 2023 with the aim of appointing a winner by early 2025. Bidders will have 9 months to prepare the bids. For the first phase, the final take-over date should not exceed 42 months after the announcement of the winning bid. Construction of the first phase in PEZ will start Q2 2025 until Q4 2027. The second and third phase are currently planned to be launched in Q2 2025 with the aim of appointing the selected bidders by mid-2026 at the latest. Construction of the second phase in the PEZ will start Q3 2026 until Q4 2028. Construction of the third phase in the PEZ will start Q3 2026 until Q4 2029. Update (May 2021): The publication of the “first” call for competition is foreseen in autumn 2023. The bidding window will open for 1 month in Q2 2024. The winner will be announced Q3 2024. The first new offshore installations in the Princess Elisabeth zone will become operational in 2026-2027, with first power in 2026 and full commissioning in 2027. Update (14 November 2019): Tender is expected in 2023 for commissioning 2025/2026. The current framework of granting State concessions will be replaced by a more competitive system, similar to the Netherlands regime. Three options are currently under consideration: a zero-subsidy tender like in the Netherlands, a fixed price system similar to that in the UK, and the option of negative subsidy bids, where a bidder is prepared to pay the government for the concession. A 30 year concession and 15 year subsidy are to be awarded with all permits as a package. The government intend on auctioning domain concessions of 700 MW and 1,000 MW. The tender process is anticipated to commence in 2022.
