28 Nov 2024: NVE has released the strategic impact assessments for Sørvest F, Vestavind F, and Vestavind B. The impact assessment highlights new areas that the government could open, but additionally suggests not opening some sites. The main concerns listed relate to shipping, radar, and a lack of understanding of how offshore wind affects migratory birds. Sørvest F: NVE has recommended a new area in the north (1.5-2.1 GW) which can be opened and auctioned, combined with the 1.5 GW site (SN2 Phase 2) that is already opened. Increasing the capacity of Sørvest F to 4.5-5.1 GW. NVE has also stated that waiting to open the new area to the north may be beneficial while they wait to better understand environmental mitigation measures. NVE has concerns that the project is too close to future CO2 storage areas, which could require negotiations to resolve. Vestavind B: NVE has recommended that Vestavind B is not opened until strategic impact assessments have been conducted at Vestavind C and D. NVE cannot guarantee that B is the most suitable site compared to the other two areas, with large sections of the site already being used for oil and gas platforms and associated subsea infrastructure. The Southern area of the site is assessed as being the best for a project, but would cause interruptions to 5,000 helicopter flights a year. Vestavind F: NVE has recommended that the existing Utsira Nord sites be expanded to 750 MW sites, or that a new area to the North with a capacity of 500-750 MW is opened. NVE has recommended against both being opened as 3 GW is beyond the 2.2 GW of connections that Statnett is planning for, and may require additional upgrades beyond what is planned. NVE is unable to recommend a grid connection, as a co-ordinated system is only possible if large enough capacities connect, which is only possible if multiple projects are built. However, a radial system is less effective if more than one project is built.
